Our Beliefs
Everyone deserves an opportunity to have safe, affordable housing.
No local or state government can or should guarantee housing or shelter, but they can continually work to expand housing opportunities to meet their community’s needs.
Each person’s housing needs are different — people who have a temporary need should get temporary assistance.
People experiencing homelessness are not “the homeless.” There is a continuously changing group of people, each with their own unique strengths and vulnerabilities, who need opportunities to become housed — they are not defined by their housing status alone.
Housing only exists in neighborhoods and should be part of and contribute to a safe, well-maintained neighborhood.

We draw on our knowledge, relationships and analytical abilities to provide insights to help you at all levels of work in housing, homelessness and neighborhood improvement — policy, programs, financial planning and management, and organizational design and planning.

Our Goals
We strive to help you achieve your goals for housing, homelessness or neighborhoods. We’ve worked with and helped lead multiple partners to realize their vision and achieve their goals, including:
Creating a community-wide partnership that supported a dramatic move forward for the City of Virginia Beach’s efforts to address homelessness, culminating in the $25 million, “one-stop shop” Housing Resource Center
Functionally ending veteran homelessness throughout Virginia Beach, South Hampton Roads, and the Commonwealth
Completing the revitalization of 10 neighborhoods
Supporting the nation’s first supportive housing development only for veterans
Leading and coordinating five neighboring localities, three or more Continua of Care, several nonprofits and private entities in an 11-year multi-agency effort that ultimately created 400 new units of permanent supportive housing for previously homeless people
Implementing in May 2020, one of the state’s, and perhaps the nation’s, first rental assistance programs to provide housing stability during the pandemic
